A Minot resident of 27 years, Penny Belgarde has been involved in many aspects of the great Minot, ND community including being a current and active red coat ambassador through the Minot Area Chamber of Commerce and volunteering for junior achievement in local schools. After going through the flood of 2011 in Minot, Penny lost her home. She and her husband, along with her extended family, rebuilt their home and was one of the first few homes sold that was flooded.
